In a significant move towards enhancing student accommodation, the National Student Financial Aid Scheme (NSFAS) has embarked on a pilot program accrediting private accommodation providers. The aim is to ensure that students across various tertiary institutions have access to safe, comfortable, and affordable housing options. Private Accommodation Accreditation Piloted by NSFAS
According to recent statements by Dr. Blade Nzimande, the Minister of Higher Education, Science and Innovation, the NSFAS portal has accredited a total of 3,309 accommodation providers. These properties are strategically linked to Technical and Vocational Education and Training (TVET) colleges as well as universities, adhering to minimum norms and standards for student housing.
Among these, 2,145 properties are linked to TVETs, while 3,901 are associated with universities. This accreditation process ensures that the selected accommodations meet specified criteria for quality and safety.
Expansion Plans
Nzimande revealed that NSFAS intends to expand its accommodation pilot program in the 2024 academic year, proposing the inclusion of 23 TVET colleges and 17 universities. This expansion underscores the commitment to addressing the accommodation needs of a broader student population. Contractual Arrangements
The contractual framework between NSFAS and accommodation providers entails a duration of three years for each accepted offer letter. The value of these contracts varies based on the grading assessment of each property. Payment Process
NSFAS commenced payments to accommodation providers starting from March 15, with ongoing efforts to process catch-up payments based on registration data from tertiary institutions.
The goal is to complete all remittances by the end of April or May, ensuring timely and accurate disbursement of funds. This streamlined payment process is crucial in maintaining the financial stability of accommodation providers and facilitating a conducive living environment for students.
Challenges and Interventions
Despite the progress made, challenges persist in the implementation of the pilot program. Some institutions, such as Sol Plaatje University, initially faced obstacles in fully executing the project. However, ongoing engagement between NSFAS and the university has led to significant progress, with the institution confirming 95% implementation.
Additionally, interventions were made to address issues concerning unaccredited landlords providing accommodation to NSFAS beneficiaries, ensuring prompt resolution and accountability.

Looking ahead, the Higher Education Department has taken proactive steps by applying for funding from the National Treasury to construct university and college-owned student accommodation.
